   what is the biggest gap between theory and practice of career development from a law enforcement perspective.

   Criminal justice is the system of , practices, and organizations, used by the federal, state and local governments, directed at maintaining social control, deter and controlling crime, and sanctioning those who violate laws with criminal penalties.
   The components of a successful career development program are a thorough understanding of all the laws with relevance to latest case laws and understanding of the difference between theory and practice !!

   The law enforcement agencies , as you have correctly guessed, many times are forced to stray away from the theory, but then, the practical approach must be made to appear as if the theory has NOT been violated !!!!!!
